Justice orders CSA to supply Oiapoque with water trucks
After 2 months without water, a preliminary injunction from 09/01 orders CSA to guarantee water trucks, disclose the cause and forecast within 48h, and inform routes and schedules.
Injunction and shortage
Oiapoque has been suffering from a water shortage since July 1, 2026. According to the Public Defender's Office of Amapá, the Amapá Sanitation Concessionaire (CSA Equatorial) claimed general maintenance in the system and an initial period of about 15 days, which was not met. On September 1, the Court granted the DPE-AP's urgent request in a public civil action and ordered immediate alternative supply measures.
The decision obliges CSA to guarantee a sufficient number of water trucks for the city — which, according to public defender Carlos Marques, head of the Oiapoque Nucleus, had been served by a single vehicle — and to inform in advance the locations, routes, days, and times of distribution, with updates as long as the interruption continues. Within 48 hours, the company must also disclose the cause of the failure, the affected areas, and the forecast for normalization, under a daily fine of R$1,000. The action also requests R$150,000 for collective moral damages and the reparation of individual losses; the Public Defender's Office advises affected residents to seek assistance at the agency's headquarters.
